I wrote an article titled “Of Racist Regulations and Institutions,” published in August 2002.

In this article, I examine how laws, regulations, and public institutions can preserve discrimination while presenting themselves as instruments of equality and social justice. Discrimination does not become legitimate merely because it is imposed by the state or administered through official institutions.
